In order to apply for a Russian visa to the Consulate General of Russia in Hong Kong, applicants need to provide permission to stay for more than 90 consecutive days (Long-Term Visa, LTV) in the country of application (i.e. China Mainland, Hong Kong SAR or Macau SAR).
For third country passport holders such document may be Permanent resident card, Employment visa, Dependant visa, Student visa, 180-day landing slip, etc. 90-day landing slip does not qualify as such permission.
